JARC is a program sponsored by the City of Cedar Rapids, area human services agencies, and area transportation agencies that provides reduced cost transportation to work, school, and life-skills classes for low-income families. The JARC Program allows people who would not otherwise have a way to work, school, and life-skills classes to continue improving their job seeking skills without worrying about transportation costs. All JARC participants must be referred by a qualified human service agency, temp agency, or employer to participate in the program.

Basic JARC Rules
1.
The JARC Program is referral-based. All applicants must be referred by a qualified organization. All questions that a participant has about the program should be directed to the referral.
2.
Transportation services take three weeks to set up after the application is submitted. It will take up to six weeks for returning participants.
3.
The applicant cannot begin using JARC Transportation Services until they receive a notice by mail.
4.
The time limit for the JARC program is ten months. The ten months do not need to be consecutive, nor does the applicant have to use both NTS and the Fixed Route Bus Service at the same time.
Fixed Route Bus Service:
1.
For Fixed Route Bus Service co-payments, cash, money orders and cashiers checks will be accepted. No personal checks.
2.
The applicant is responsible for mailing the Fixed Route Bus Service co-payments to:

3.
No bus passes will be sent out until the co-payment is received. There is a two-week turn around time from when a participant mails in his or her copay until they can expect a bus pass in the mail.
4.
The applicant will receive a 31 day JARC bus pass that will be activated on date of first use on the bus and is valid for 31 days thereafter.
5.
The bus pass is unlimited and will be mailed directly to the applicant, unless otherwise specified on the application.
NTS:
1.
For NTS, the applicant is responsible for calling NTS, after receiving notice in mail, to schedule ride(s) at least 24 hours in advance.
2.
After scheduling the ride(s), the applicant is responsible for going to the NTS office to pick up their pass before riding.
3.
NTS riders must call in weekly to set up their schedule.
4.
If a scheduled NTS ride is not needed, the applicant must call and cancel the ride beforehand. If an unneeded ride is not canceled, it is considered a ‘no show’. If an applicant ‘no shows’ twice, they will be taken off of the JARC program immediately.
5.
An applicant may go to and from the designated places listed on the application without stopping elsewhere except to drop off and pick up from childcare.
Other:
1.
Only in circumstances when Fixed Route Bus and NTS are not available, the applicant can use cab service.
