JARC is a program sponsored by the City of Cedar Rapids, area human services agencies, and area transportation agencies that provides reduced cost transportation to work, school, and life-skills classes for low-income families.  The JARC Program allows people who would not otherwise have a way to work, school, and life-skills classes to continue improving their job seeking skills without worrying about transportation costs.  All JARC participants must be referred by a qualified human service agency, temp agency, or employer to participate in the program.

JARC Co-payments


Fixed Route Bus Service*
First month:Free**
Second month:$2 per person
Third month:$4 per person
Fourth month:$6 per person
Fifth month:$8 per person
Sixth month:$10 per person
Seventh month:$12 per person
Eighth month:$14 per person
Ninth month:$16 per person
Tenth month:$18 per person
Eleventh month:$20 per person

*Cash, money orders, and cashiers checks will be accepted. NO Personal Checks.

**The applicant will receive a second free 31 day pass. The applicant must tell their referral when they want to receive it.

The applicant will receive a 31 day JARC pass that will be activated on date of first use on the bus and is valid for 31 days thereafter.

No bus passes will be sent out until the co-payment is received. There is at least a two-week turn around time from when a participant mails in his or her co-pay until they can expect a bus pass in the mail.


NTS (Neighborhood Transportation Service)
First month:Free
Second – Fourth month:$1 per ride
Fifth – Seventh month:$2 per ride
Eighth – Tenth month:$3 per ride
Eleventh & Twelfth month:$4 per ride

The applicant is responsible for calling NTS, after receiving notice in the mail, to schedule ride(s) at least 24 hours in advance. After scheduling the ride(s), the applicant is responsible for going to the NTS office to pick up their pass before riding.

If a scheduled NTS ride is not needed, the applicant must call and cancel the ride beforehand. If an unneeded ride is not canceled, it is considered a “no-show.” If an applicant “no shows” twice, they will be taken off of the JARC program immediately.
