CABS is a taxi subsidy program for persons with disabilities who reside in the Cedar Rapids metropolitan area.  Its purpose is to increase access to transportation for persons with disabilities particularly those who are employed, at times when other transportation services are not available. CABS supplements the community’s other transportation services, Cedar Rapids City Transit, Linn County Lifts, Neighborhood Transportation Service (NTS)

These rules apply to all people in the CABS Program from 7/1/11 to 6/30/12.


1.A $10.00 application fee is required to process your application.  Please include this payment with your application, as no passes or tickets will be sent until it is received.  This fee helps support the ongoing funding and operations of the CABS Program.  Please make checks payable to:
LCCS (Linn County Community Services)

[NOTE: IF CHECKS ARE NOT MADE OUT TO LCCS, THEY WILL BE RETURNED TO SENDER, WHICH WILL DELAY THE PROCESSING OF YOUR APPLICATION.  YOU ARE ENCOURAGED TO SEND A CHECK OR MONEY ORDER.  DO NOT SEND CASH! THE CABS PROGRAM IS NOT RESPONSIBLE FOR CASH LOST IN THE MAIL!]

2.THE CABS PROGRAM IS TO BE USED ONLY WHEN NO OTHER TRANSPORTATION (CITY BUS, LIFTS & NTS) IS AVAILABLE OR THERE ARE NO OTHER OPTIONS. Your application will be reviewed to see if any other transportation is available that will cost less. If there is, you will be asked to use that instead of the CABS Program.  If you are eligible to use NTS, you will receive a CABS pass, but only pay $3.00 for NTS rides. The CABS Program is intended to be used as a “last resort.” It is not just for convenience, as it is an expensive service and has a limited budget!

3.Your CABS pass can only be used by the person whose name is on it – YOU!

4.Every time you need a ride, you must call a cab company to request one!
You may use:

American Class Taxi (363-8294)
Century Cab Company (365-0505)
Yellow Cab Company (365-1444).

        Every time you need a wheelchair accessible ride, you must call
           an accessible provider to request one!
        You may use:
Norse Transport (423-5023)
NTS (363-1321)
Special K’s (929-1825)
To The Rescue (365-9000)


If you call for a cab ride and are not there to be picked up, you will have to pay CABS for the whole fare. This is because the cab company will bill us, even if you do not actually ride.

5.When you call the cab company, you must tell them that you are a CABS participant.

6.There is a 10-mile per trip limit.  You must pay for any mileage over the 10-mile limit.

7.Work rides are $5.00. (The remainder of the cab fare is charged to the CABS Program.) Your CABS Work Pass can be used for rides to or from the place(s) written on your pass.  You may only go from home to work or from work to home.
REMINDER:  If your pass states that you must ride NTS, please call NTS   at 363-1321 to schedule your ride.  NTS work rides are $3.00.

8.Personal use rides are also $5.00 for CABS participants.  (The remainder of the cab fare is charged to the CABS Program.)

9.Personal use tickets will be mailed every quarter.  You will receive your personal tickets approximately three days prior to the first day of the month of each quarter.  The schedule is as follows:

July, August & September tickets are mailed the last week of June.
October, November & December tickets are mailed the last week of September.
January, February & March tickets are mailed the last week of December.
April, May & June tickets are mailed the last week of March.

You will receive personal tickets that are good for the month listed on the ticket. These tickets are funded by a New Freedom grant through the Iowa Department of Transportation and the CABS Program. The tickets can be used to go anywhere for personal needs, including grocery shopping, medical appointments, to see a movie, visit a friend or any other leisure activities of your choice.

You must give the cab driver a ticket each time you take a ride.  If you do not give the driver a ticket you will have to pay full fare! 

10. You can only go to one location per trip.  For example, if you leave your home to go to the grocery store, you must get dropped off at the store and then call for a ride home.  You cannot make any stops on the way to your destination.  This means you cannot stop at the bank or at a convenience store in the middle of a ride.

11.If there are any changes in your home or work address, please call 363-1321 extension 106, immediately to request a new pass with your new address:                                            

If you do not do this, you will not be able to ride for $5.00.

12.The CABS Program will be operated under these guidelines until June 30, 2012, as long as there is funding to support the program. The program is reviewed on a monthly basis. You will be notified of any changes that will affect you.
